Question:
After the first phase of the Public Service Transformation
programmes, what are the challenges that you have to face in the second
phase?
Answer:
The implementation of the second phase, or as we call it, PST 2.0,
began last year. We realised that we face challenges from megatrends, such
as the Fourth Industrial Revolution (Industry 4.0). We cannot be left behind
by assuming that changes will happen on its own, even if we don't move
forward.
We have to bear in mind that the demands of the people are unlimited. In
fact, Malaysia is going through an urbanisation process. What will happen
if Malaysia becomes more urbanised? Who and what kind of generation will
live in these cities? How can we provide the services to urban people? What
will happen to rural areas? These are the things that we have to think about.
We must provide outcome based people centric services. People are also
part of the governance. So, whatever we do will be demand for data
scientists and data is not based on "the government knows everything. In
2035, there will be about 5.6 million senior citizens out of the total
population of 31 million. Where can these elders fit in the society, if there is
no transformation for them?
We have to think of what kind of transformation we can offer to this
generation. Of course, they need more efficient health facilities, safer
environment and better public transportation.
That’s why the government launched mega-projects, such as the Mass
Rapid Transit, East Coast Rail Link and Kuala Lumpur, Singapore High
Speed Rail. All these are for future generation and among measures to
empower Malaysia.
