Question:

The Public Service Department (PSD) has been implementing

transformation programmes to give the best service to the people. We can

see that the public delivery system has improved over the years. How do

you keep the momentum?

Answer:

Every country has its own transformation plan. Malaysia is a

dynamic country that also needs transformation. We implemented the first

phase of the Public Service Transformation (PST) programmes from 2013 to

2016, where we executed 339 initiatives, 59 of which the highest impact.

One of them is the Service Scheme Rationalisation for Federal Civil Service,

under the Malaysian and Remuneration System. A total of 252 public

service schemes under the Malaysian Remuneration System were revised

improved in 2016.

The service scheme will change time to time, due to environmental and

technology changes. We see that previous service schemes were no longer

relevant since many of our people have higher education. For instance,

previously, the minimum requirement to enter the public service was Ujian

Pencapaian Sekolah Rendah. Then, we changed it to Penilaian Menengah

Rendah, followed by Sijil Pelajaran Malaysia and later Diploma.

This shows the public service transformation has begun since the early

stage. These positive changes are in line with the Transformasi Nasional

2050 (TN50) programme to make Malaysia one of the top 20 nations in the

world. With this Transformational ware, we have come up digital

government competency and capability readiness, a module we created

for civil servants to be more productive and intelligent.

The government had also agreed in principal to the method of

implementing promotion based on subject matter experts and highly

skilled personnel.
