PUBLIC SERVICE TRANSFORMATION (TPA)

i. Maklumat asas berkaitan TPA

Transformasi Perkhidmatan Awam (TPA) telah

diperkenalkan pada tahun 2013 bagi menyokong

misi dan visi nasional dalam mencapai negara

maju berpendapatan tinggi menjelang tahun

2020. Ianya diterajui oleh Jabatan Perkhidmatan

Awam (JPA) dengan sokongan padu sektor awam

agar dapat memanisfestasikan keberhasilan bagi

meningkatkan keselesaan dan kesejahteraan

Rakyat.

Agenda TPA ini mula dilaksanakan di JPA

yang kemudiannya diperluaskan keseluruhan

Kementerian/Agensi

pada

tahun

2015.

Berpandukan kepada Kerangka Transformasi

Perkhidmatan Awam (KTPA) yang ditunjangi oleh

lima (5) Teras Strategik, TPA dilaksanakan bagi

menjadikan Perkhidmatan Awam yang berprestasi

tinggi, berintegriti, dinamik dan berjiwa Rakyat.

Ini seiring dengan kehendak semasa yang amat

memerlukan Perkhidmatan Awam berganjak ke

satu paradigma baharu dalam menyampaikan

perkhidmatan kepada Rakyat.

TPA dilaksanakan melalui pendekatan yang

holistik yang merangkumi keseluruhan sektor

awam bagi memastikan perkhidmatan Kerajaan

mampu memberikan impak yang signifikan

dan berupaya meningkatkan kesejahteraan

Rakyat. TPA juga dilaksanakan secara kolaborasi

strategik di antara Agensi Kerajaan dan pihak

berkepentingan seperti badan bukan Kerajaan

(NGO) dan swasta bagi mengoptimumkan sumber

dan menjimatkan kos.

i. TPA at glance

The Public Service Transformation (TPA) was

introduced in 2013 to support the national mission

and vision towards becoming a high-income

developed nation by 2020. TPA led by the Public

Service Department (JPA), fully supported by the

Public Sector, will manifest in the improvement of

the Rakyat’s comfort and wellbeing.

The TPA Agenda was first implemented in JPA

which was later expanded to all Ministries /

Agencies in 2015. Based on the Public Service

Transformation Framework (KTPA) upheld by five

(5) Strategic Thrusts, the TPA is implemented to

ensure a Public Service that is high-performing,

trustworthy, dynamic and people-centric.

This is in tandem with the current demands for

the Public Service to shift to a new paradigm in

delivering its services to the Rakyat.

TPA’s implementation adopts a holistic approach

that encompasses the entire public sector to

ensure Government delivery services that give

significant impacts to the well-being of the

Rakyat. TPA is also implemented through strategic

collaborations between all sectors (public, private

and non-Governmental organisations) to optimize

resources and to save costs.

The enculturation of the TPA among civil servants

is given due attention through continuous

transitional management to ensure creativity and

innovation among Public Servants are translated

into efficient and effective service delivery.
