Strategic Thrust 5 (ST5) underlines the importance of patriotism, moral values, ethos and integrity to
produce civil servants who are loyal to the country, virtuous and highly ethical. Civil servants who
uphold the principles of integrity and accountability should be at the forefront of the service delivery
system to propel the public service towards greater heights. Enculturing shared values drive the
public service to be the best with high resilience to weather the challenges of the future. Various
activities can be done to foster the spirit of patriotism and moral values in all levels of the civil
service. This effort should also involve local communities to inculcate patriotism, ethics and integrity.
