Maklumat Kajian:

Penambahbaikan peraturan dicadangkan bagi

mengatasi kelemahan dalam pelaksanaan dan

pengurusan kes tatatertib terhadap pegawai

awam yang telah melakukan kesalahan tatatertib.

Pelaksanaan kajian ini melibatkan kajian semakan

semula secara menyeluruh P.U.(A) 395/1993

untuk menambahbaik pengurusan tatatertib yang

meliputi tafsiran, kesalahan, prosedur, lembaga dan

hukuman tatatertib.

Inisiatif ini akan dilaksanakan berfasa di mana KPI

bagi tahun 2017 merupakan Fasa II yang melibatkan

penulisan semula Peraturan-Peraturan Pegawai

Awam (Kelakuan dan Tatatertib) berdasarkan kertas

dasar yang telah dipersetujui oleh Pengurusan

Tertinggi JPA dan AGC. Seterusnya Fasa III dan IV,

Draf Gubalan Peraturan akan dihantar ke AGC untuk

kelulusan Bahagian Gubalan dan Undang-undang

dan seterusnya ke peringkat Pewartaan Peraturan-

Peraturan Pegawai Awam (Kelakuan dan Tatatertib)

pada tahun 2018.

Sehingga Disember 2017, 90% Fasa III telah

dilaksanakan yangmelibatkan sesi libat urus bersama

CEUPACS pada Ogos 2017 dan pembentangan

kepada Mesyuarat Pra JKK-TPA yang dipengerusikan

oleh KPPA dan KSN pada September 2017.

Study Information:

Regulation improvements were proposed to

address weaknesses in the implementation

and management of disciplinary cases against

public officers who have committed disciplinary

offenses. The implementation of this study

involved a thorough review of P.U. (A) 395/1993

to improve disciplinary management which includes

interpretation, offences, procedure, boards and

disciplinary punishments.

This initiative will be implemented in four phases

where the KPI for 2017 is Phase II involving the

rewriting of the Public Officers (Conduct and

Discipline) Regulations based on the policy papers

approved by the Top Management of JPA and

the AGC. In the coming Phase III and IV, the Draft

Regulation will be sent to the AGC to be approved

of the Drafting Division and subsequently to

gazette the Public Officers (Conduct and Discipline)

Regulations in 2018.

As of December 2017, 90% of Phase III was

implemented involving engagement sessions with

CEUPACS in August 2017 and a tabling session to the

Pre-JKK-TPA Meeting chaired by the DGPS and KSN

in September 2017.

Maklumat Kajian:

Peraturan 44 Peraturan-Peraturan Pegawai Awam

(Pelantikan, Kenaikan Pangkat dan Penamatan

Perkhidmatan) 2012, mengenai penentuan gaji

permulaan kenaikan pangkat telah dipinda melalui

Peraturan-Peraturan Pegawai Awam (Pelantikan,

Kenaikan Pangkat dan Penamatan Perkhidmatan)

2017 yang berkuat kuasa mulai 1 Mei 2017.

Penetapan gaji permulaan kenaikan pangkat telah

ditambah baik mengikut kaedah baharu iaitu gaji
