Dalam Perkhidmatan Awam

Review on the Proposed Implementation of Flexible Working Arrangement

(FWA) in the Public Service

Maklumat Kajian:

Kajian ini bermatlamat untuk memberi fleksibiliti dari

aspek masa dan tempat bekerja kepada Penjawat

Awam dalammengimbangi kerjaya, urusan keluarga

dan peribadi atau

Work-Life Balance

(WLB).

Beberapa siri perbincangan telah diadakan termasuk

di peringkat Mesyuarat Pengurusan Tertinggi JPA,

pada 23 Mei 2017 dan Mesyuarat Mingguan KSN

yang diadakan pada 5 Julai 2017. Setelah mengambil

kira cabaran-cabaran untuk melaksanakan FWA serta

kecenderungan pegawai untuk memulakan kerja

selewat-lewatnya pada jam 9.00 pagi hasil dari

dapatan kajian rintis yang lalu, serta kecenderungan

pegawai untuk memanfaatkan WP2 dan WP3

berbanding WP1, semasa Ucapan Bajet 2018, YAB

Perdana Menteri mengumumkan penambahan

waktu bekerja berperingkat iaitu bermula 9.00 pagi

hingga 6.00 petang dengan matlamat meningkatkan

kecekapan Perkhidmatan Awam.

Study Information:

The study aimed to provide flexibility in terms of

work hours and workplace arrangements to civil

servants in balancing their career, family and

personal matters or to have a Work-Life Balance

(WLB).

A series of discussions were held including at the

JPA’s Top Management Meeting on 23 May 2017

and at the KSN Weekly Meeting held on 5 July 2017.

Having considered the challenges of implementing

FWA, the inclination of officers to start work by

9.00 am as found by previous pilot studies as well

as the inclination of employees to utilise WP2 and

WP3 compared to WP1; The Right Honourable Prime

Minister announced the addition of a new staggered

working hours from 9.00 am to 6.00 pm during the

2018 Budget Speech to improve Public Services

efficiency.

)

Soal Selidik Kajian Perseimbangan Kerja Dan Kehidupan (Work-Life

Balance) Dalam Perkhidmatan Awam Malaysia

Maklumat Kajian:

Soal selidik ini bermatlamat untuk mendapatkan

satu gambaran yang lebih mendalam mengenai

isu-isu perseimbangan kerjaya dan kehidupan

yang dihadapi oleh Penjawat Awam. Hasil daripada

dapatan ini, Kerajaan dapat menyemak semula

dasar-dasar yang sedia ada untuk penambahbaikan

serta dapat menggubal dasar-dasar baru berkaitan

perseimbangan kerja dan kehidupan demi kebaikan

Penjawat Awam serta dapat meningkatkan lagi

produktiviti Perkhidmatan Awam.

Soal selidik ini dibangunkan berdasarkan kerangka

teori

The 2001 National Work-Life Conflict Study:

Report One, Healthy Communities Division, Health

Canada.

Pada ketika ini kajian rintis sedang

dilaksanakan di BPPD JPA.

Study Information:

The questionnaire survey aims to dive deeper in

understanding the work-life balance issues faced

by Public Servants. The results would facilitate

the Government in improving existing policies,

formulate new policies on work-life balance for

the Public Servants’ benefit and to increase the

productivity of Public Services.

The questionnaire was developed based on ‘The

2001 National Work-Life Conflict Study: Report

One, Healthy Communities Division, Health Canada’

theory framework. At the moment, the pilot study is

still being implemented by BPPD JPA.
