PELAKSANAAN PENSIJILAN ISO 37001:2016
SISTEM PENGURUSAN ANTI-SUAPAN DI JPA
IMPLEMENTATION OF THE JPA’S ISO 37001: 2016
ANTI-BRIBERY MANAGEMENT SYSTEM CERTIFICATION
JabatanPerkhidmatanAwam(JPA) telahmenerima
jemputan untuk menyertai Program Perintis
Pensijilan ISO 37001: 2016 Sistem Pengurusan
Anti–Suapan [Anti-Bribery Management System
(ABMS)] yang dilaksanakan oleh SIRIM QAS
International dengan kerjasama Suruhanjaya
Pencegahan Rasuah Malaysia (SPRM) dan
Persatuan Pegawai Integriti Bertauliah (ACeIO).
Pensijilan standard berkenaan merupakan
pensijilan yang diiktiraf di peringkat antarabangsa.
Objektif pelaksanaan ISO 37001:2016 Sistem
Pengurusan Anti-Suapan di JPA adalah seperti
berikut:
i. Mewujudkan persekitaran dan proses kerja
yang bebas suapan berdasarkan standard
yang jelas;
ii. Membudayakan amalan anti-suapan dalam
segenap aspek perkhidmatan; dan
iii. Mewujudkan ruang penambahbaikan yang
berterusan kepada Sistem Pengurusan Anti-
Suapan serta memastikan tadbir urus yang
baik berdasarkan nilai-nilai etika.
Melalui penerimaan dan pembudayaan standard
ini, isu-isu berkaitan penyalahgunaan kuasa dan
perkara yang tidak berintegriti dapat dikurangkan,
dalam erti kata lain, pencegahan dari akar umbi
(preventing from root cause).
Beberapa siri pengauditan telah dilaksanakan
oleh pihak SIRIM QAS International dan kini
dalam proses untuk menlaksanakan pengauditan
peringkat terakhir sebelum dianugerahkan sijil
ISO 37001:2016.
The Public Service Department (JPA) received an
invitation to participate in the Pioneer Program
of ISO 37001: 2016 Certification in Anti-Bribery
Management System (ABMS) implemented by
SIRIM QAS International in collaboration with the
Malaysian Anti-Corruption Commission (MACC)
and the Malaysian Certified Integrity Officer
Association (ACeIO). The standard certification is
an internationally recognised certification.
The objectives of implementing ISO 37001: 2016
Anti-Bribery Management System in JPA were as
follows:
i. Creating a bribe-free environment and work
process based on clear standards;
ii. Enculturing anti-bribery practices in all
aspects of the service; and
iii. Establish rooms for improvement to the Anti-
Bribery Management System and ensuring
good governance based on ethical values.
Through the adoption and enculturation of these
standards, issues related to the abuse of power
and other corrupted activities can be reduced, in
other words, by prevention of root causes.
A series of audits were conducted by SIRIM QAS
International which are now in the process of
conducting the final stage of auditing before
being awarded the ISO 37001: 2016 certificate.
