MoU yang dimeterai sebelum ini iaitu pada 27

Oktober 2011 bagi tempoh 5 tahun di antara

pihak JPA dan Razak School of Government

(RSOG) telah tamat pada 26 Oktober 2016 yang

lepas. Maka, satu majlis pemeteraian semula

MoU program TAPS telah diadakan pada 17 Mei

2017 bertempat di JPA kerana terdapat keperluan

dalam meneruskan lagi pelaksanaan program ini.

Objektif utama majlis pemeteraian semula MoU

ini adalah bagi memastikan urusan pentadbiran

dan bayaran elaun peserta TAPS dapat diuruskan

dengan lancar oleh pihak RSOG. MoU ini juga

dilakukan bagi memberi punca kuasa kepada pihak

RSOG dalammenjalankan urus tadbir peserta TAPS

kohort 5 selain menjalankan program-program

pembangunan personaliti peserta.

Majlis pemeteraian MoU ini telah disempurnakan

oleh YBhg. Tan Sri Zainal Rahim Seman, Ketua

Pengarah Perkhidmatan Awam bagi pihak

Kerajaan dan juga En. Azman Hisham Che Doi,

Ketua Pegawai Eksekutif RSOG bagi pihak RSOG.

Permeteraian semula MoU ini akan melibatkan

kerjasama antara pihak Kerajaan dan RSOG selama

2 tahun bermula pada 1 Januari 2017 hingga 31

Disember 2018.

Hubungan kerjasama antara pihak Kerajaan dan

RSOG amatlah penting dalam membangunkan

modal insan terpilih yang telah dikenalpasti

bagi manfaat negara amnya dan Perkhidmatan

Awam khususnya. Program ini juga dapat

dijadikan platform kepada peserta TAPS dalam

meningkatkan lagi pengalaman dan pendedahan

di kalangan pengurusan tertinggi Perkhidmatan

Awam.

The MoU, signed on 27 October 2011 for a period

of 5 years between the JPA and the Razak School

of Government (RSOG) expired on the 26th of

October 2016. Thus, a TAPS memorandum re-

signing ceremony was held on 17 May 2017

at the JPA as there was a need to continue the

implementation of the program.

The main objective of the MoU’s re-signing

ceremony was to ensure the administrative

arrangements and the allowance paid by TAPS

participants can be managed smoothly by the

RSOG. The MoU was also implemented to provide

a source of authority to RSOG in managing the

participants of the TAPS’ 5th cohort in addition

to the execution of personality development

programs.

The MoU was signed by Tan Sri Zainal Rahim

Seman, Director General of Public Service on

behalf of the Government and Mr Azman Hisham

Che Doi, the Chief Executive Officer of RSOG on

behalf of RSOG. The re-rationalisation of the

MoU will involve the cooperation between the

Government and RSOG for a period of 2 years

from 1 January 2017 to 31 December 2018.

The cooperation between the Government and

RSOG is crucial in developing selected human

capital for the benefit of the country and the

Public Service in particular. The program could

also serve as a platform for TAPS participants in

enhancing experience and exposure among the

top management of Public Service.
