page 3 The concept of budi also resonates strongly with the values upheld in the public service. In Malay philosophy, budi reflects not only kindness and humility but also a sense of responsibility towards others and the wider community. Similarly, within the public service, values such as integrity, respect, empathy and professionalism are essential in ensuring that services are delivered with sincerity and accountability. Just as the tradition of “ maaf zahir dan batin ” encourages individuals to reflect on their relationships with others, the spirit of budi reminds public servants of the importance of serving the rakyat with courtesy, understanding and a genuine commitment to the greater good. Ultimately, “maaf zahir dan batin” is more than just a festive greeting . It is a cultural tradition that reminds us to set aside pride, mend relationships and move forward with sincerity. As Hari Raya approaches, perhaps the most meaningful way to honour this tradition is to say those words with genuine intention, not merely as a customary greeting, but as a heartfelt expression of humility and goodwill. Maaf Zahir dan Batin . Dr. Diyana Hassim Head of Corporate Communications Public Service Department
