Lawatan Kerja Penilaian Berkaitan Bayaran Insentif Tugas Stesen Luar Pantai dan Bayaran Insentif Perkhidmatan Kapal Selam telah diadakan pada 14 hingga 16 Ogos 2022 di Negeri Sabah melibatkan tiga lokasi berbeza iaitu Pengkalan TLDM Teluk Sepanggar, Kota Kinabalu, Markas Angkatan Tugas Bersama 2, Tawau dan KD Sri Semporna, Semporna. Lawatan kerja penilaian ini melibatkan Bahagian Gaji dan Elaun (BGE) Jabatan Perkhidmatan Awam (JPA), Kementerian Pertahanan (KEMENTAH) dan Angkatan Tentera Malaysia (ATM). Selaras dengan pelaksanaan Kajian Rasionalisasi Elaun Perkhidmatan Awam, BGE meneliti semula syarat-syarat khusus pemberian elaun dan bayaran insentif di semua agensi termasuk ATM. Dalam hal ini, satu lawatan kerja penilaian di beberapa lokasi di Sabah telah dilaksanakan yang melibatkan dua bayaran insentif yang diterima oleh ATM iaitu Bayaran Insentif Tugas Stesen Luar Pantai (BITSLP) dan Bayaran Insentif Perkhidmatan Kapal Selam (BIPKS). Lawatan kerja ini bermula di Pangkalan TLDM Teluk Sepanggar bagi mendapatkan gambaran sebenar berkenaan perkhidmatan kapal selam. Pihak ATM turut memberi taklimat berkenaan pemberian Bayaran Insentif Perkhidmatan Kapal Selam dan Bayaran Insentif Tugas Stesen Luar Pantai. Seterusnya pihak JPA turut berpeluang melihat kapal selam Tun Abdul Rahman dan Tun Razak yang berlabuh di pangkalan tersebut. Delegasi JPA dan KEMENTAH seterusnya bergerak ke Markas Angkatan Tugas Bersama 2 bagi mendapatkan gambaran lebih jelas dan terperinci berhubung BITSLP. Pada hari terakhir lawatan kerja, delegasi JPA dan KEMENTAH berpeluang melawat pulau-pulau yang terlibat dalam OPS PASIR bagi mendapat gambaran jelas berkenaan penempatan anggota ATM di pulau-pulau tersebut yang melayakkan anggota menerima BITSLP. An assessment working visit related to the Offshore Station Duty Incentive Payment and Submarine Service Incentive Payment was conducted from 14 to 16 August 2022 in the state of Sabah, involving three different locations: the RMN Base in Teluk Sepanggar, Kota Kinabalu; the Joint Task Force 2 Headquarters in Tawau; and KD Sri Semporna in Semporna. This assessment working visit involved the Public Service Department (PSD) Remuneration Division (BGE), the Ministry of Defense (MINDEF), and the Malaysian Armed Forces (ATM). In line with the implementation of the Public Service Allowance Rationalisation Study, PSD reviewed the specific conditions for granting allowances and incentive payments in all agencies, including ATM. In this regard, an assessment working visit to several locations in Sabah was conducted, involving two incentive payments received by ATM: the Offshore Station Duty Incentive Payment (BITSLP) and the Submarine Service Incentive Payment (BIPKS). The assessment working visit began at the RMN Base in Teluk Sepanggar to gain a real understanding of submarine services. ATM also provided a briefing on the provision of the Submarine Service Incentive Payment and the Offshore Station Duty Incentive Payment. Subsequently, PSD had the opportunity to visit the Tun Abdul Rahman and Tun Razak submarines docked at the base. The PSD and MINDEF delegations then moved to the Joint Task Force 2 Headquarters to gain a clearer and more detailed understanding of BITSLP. On the last day of the working visit, the PSD and MINDEF delegations had the opportunity to visit the islands involved in OPS PASIR to gain a clear understanding of the placement of ATM personnel on these islands, which qualifies them to receive BITSLP.
