Pembangunan perancangan makro bagi hala tuju pembaharuan Perkhidmatan Awam adalah cabaran yang besar dalam persekitaran dan kerangka perundangan sektor awam negara. Kerumitan dalam struktur dan kepelbagaian fungsi agensi awam menuntut Jabatan ini bekerjasama secara kolektif terutamanya melibatkan agensi-agensi pusat dalam menentukan hala tuju pembaharuan perkhidmatan awam. Justeru, satu makmal pembangunan Kerangka Tindakan Pembaharuan Perkhidmatan Awam (KTPPA) telah diadakan selama empat hari dari 11 sehingga 14 Oktober 2022 di Bilik Latihan 1, Aras 4, Blok C3, Jabatan Perkhidmatan Awam. Pembangunan KTPPA adalah berasaskan keperluan bagi melonjakkan prestasi organisasi awam dengan melihat kepada faktor-faktor kritikal dalam pengurusan organisasi. KTPPA dibangunkan dengan menterjemahkan isu, masalah, cabaran dan keperluan dalam perspektif makro pengurusan organisasi sektor awam. Justeru, ia menjadikan teras-teras strategik yang dibentuk bersifat terangkum, sepunya dan menyeluruh. Teras dan objektif strategik KTPPA yang dihasilkan boleh diguna pakai oleh mana-mana agensi awam dalam konteks pembangunan organisasi dan ia boleh diaplikasi secara makro atau mikro mengikut peranan dan fungsi agensi. Selain itu, skop pembangunan KTPPA dibuat sejajar dengan hala tuju strategik di bawah Bab 13, RMKe-12 Memperkukuh Penyampaian Perkhidmatan Sektor Awam. Sesi makmal KTPPA dihadiri oleh wakil-wakil agensi pusat dari Unit Perancangan Ekonomi (EPU), Unit Pemodenan Tadbiran Dan Perancangan Pengurusan Malaysia (MAMPU), Kementerian Kewangan (MOF) dan Unit Penyelarasan Pelaksanaan (ICU). Turut hadir adalah wakil-wakil daripada Pusat Governans, Integriti Dan Anti-Rasuah Nasional (GIACC), Bahagian Dasar dan Perancangan Strategik, Jabatan Perdana Menteri serta wakil-wakil bahagian dalaman JPA yang melibatkan Bahagian Penyelidikan, Perancangan dan Dasar, Institut Tadbiran Awam Negara (INTAN), Bahagian Khidmat Pengurusan, Unit Integriti dan Unit Komunikasi Korporat. The development of strategic direction at the macro level for public service is challenging, given the complexity and circumstances of the existing structure and regulatory framework. This complexity, as well as the diverse functions of public agencies, necessitate collective efforts between the Public Service Department and central agencies in coming up with a clear direction for any change and transformation initiatives. Thus, from 11 to 14 October 2022, a discussion lab on The Public Service Reform Action Plan was held at Training Room 1, Level 4, Block C3, Public Service Department, Putrajaya. LAB KERANGKA TINDAKAN PEMBAHARUAN PERKHIDMATAN AWAM (KTPPA) LAB ON THE PUBLIC SERVICE REFORM ACTION PLAN The Public Service Reform Action Plan is developed to promote effectiveness and efficiency in public service delivery by identifying key factors that can lead to high organisational performance. Issues, problems and needs identified at implementation levels are translated into macro perspective to become the strategic thrusts, which are holistic, commonly shared and consistent for application across the public sector. The thrusts and strategic objectives of the action plan are applicable both at macro and micro levels depending on the functions of the organisation. The action plan is also developed to be in line with the strategic directions outlined in Chapter 13 of the Twelfth Malaysian Plan. The Reform Action Plan lab was attended by representatives from the Economic Planning Unit (EPU), Malaysian Administration Modernisation and Management Planning Unit (MAMPU), Ministry of Finance (MOF) and Implementation Coordination Unit (ICU). Also in attendance were representatives from the National Governance, Integrity, and Anti-Corruption Center (GIACC) and Policy and Strategic Planning Division of the Prime Minister's Department, as well as representatives from PSD divisions of Research, Planning and Policy, National Institute of Public Administration (INTAN), Service Management Division, Integrity Unit and Corporate Communications Unit. 42 Laporan Tahunan 2022 Annual Report Jabatan Perkhidmatan Awam
