Where Human Capital Development Often Breaks Down Although many courses and opportunities exist, the real issue lies in behaviours and attitudes. These are real situations we still see today: 1. Training attended but not practised Officers go for courses, but return to old habits. Knowledge stays in notebooks and not in the workplace. 2. “I’ve been working for years, I know everything” This mind-set blocks learning. Experience is valuable, but refusing to learn is dangerous. 3. Skills outdated, but no effort to upgrade Technology changes. Policies change. Processes change. If skills remain the same, service quality falls. 4. Leadership that does not coach or guide A supervisor who only checks attendance but never mentors cannot grow a capable team. 5. No sense of ownership over personal development Training is treated as a formality “extra work” rather than an investment in one’s career. Even worse, some officers attend courses merely to fulfil their yearly KPI for training attendance, with no intention to learn or apply anything. This turns development into a checklist and not growth. Public Servants Have No Excuse Not to Upgrade Themselves We must be honest, public servants today have no excuse to remain stagnant . This is before counting dozens of other programmes in leadership, digitalisation, communication, management, and policy literacy. Most are self-enrol, online, flexible, and accessible anytime. You do not need to wait for nomination or approval. Opportunities are everywhere, what we need is willingness . If even this still needs “spoon-feeding”, then the barrier is not the system, it is our unwillingness to grow . In the public service, malas will never lead to excellence.
