I have championed the H.E.M.A.T. framework to serve as this compass. These five pillars ensure that innovation is never divorced from integrity, meticulously transforming how our 1.6 million public servants operate: ILTIZAMACT (GOVERNMENT SERVICE EFFICIENCYCOMMITMENTACT 2025) In the context of the Malaysian Public Service, ILTIZAM Act (Government Service Efficiency Commitment Act 2025) is a significant and relatively recent administrative concept designed to codify the accountability of the public service. To ensure that the Public Service Reform Agenda (ARPA) is not a transient effort, we have anchored our commitment in the ILTIZAM Act. This is a landmark Act to move beyond discretionary service standards and towards a mandated "Charter of Commitment" to the Malaysian people. ILTIZAM Act functions as the legal backbone for our H.E.M.A.T. values. It serves two primary purposes: Mandating Service Standards Under this Act, every government agency is legally bound to meet the Key Performance Indicators (KPIs) set under the Public Service Performance Index ( Indeks Prestasi Perkhidmatan Awam – I-PPA ). This ensures that the Citizen Empathy ( Empati Rakyat ) we preach is backed by a legal requirement to deliver. Institutionalising Continuity Governments may change, but the commitment of the public service to remain professional, neutral and high-performing is protected by law. It provides Chief Reform Officers (CROs) with the legal authority to bypass traditional bureaucratic red tape in the pursuit of efficiency.
