References & Policy Frameworks AI@WORK The year 2026 marks an important milestone in the maturation of our AI Nation 2030 aspiration. Through the AI@Work initiative, daily workflows across the public service have been successfully transformed. By automating routine processes, we enable our workforce to devote greater attention to high-impact policy development and strategic decision-making. Furthermore, under the National AI Office (NAIO) and supported by the Special Task Force on Agency Reform (STAR), we are advancing "Ethical GovTech" to ensure that innovation is guided by responsibility, transparency, and public value. With an allocation of RM25 million under Budget 2026, STAR has already coordinated over 1,000 reform projects, generating approximately RM1.1 billion in compliance cost savings. This reflects the practical application of ARPA and H.E.M.A.T. working in synergy-where strong institutional structures provide clear direction and shared values instil purpose and momentum in implementation. PUBLICSERVICEREMUNERATIONSYSTEM ( SISTEMSARAANPERKHIDMATANAWAM– SSPA ) At its core, innovation remains a human-centred endeavour. The full implementation of Phase 2 of the Public Service Remuneration System ( Sistem Saraan Perkhidmatan Awam - SSPA ) in 2026 represents a historic reinvestment in our public servants and a reaffirmation of our commitment to a high- performing public sector. By linking salary progression to performance outcomes, with a minimum threshold of 75 per cent, the system signals a clear shift towards a more merit- based culture. This approach recognises contribution and rewards impact over seniority, ensuring that the public service continues to attract and retain the nation's best and brightest talent. As we look ahead to 2030, the Malaysian Public Service stands at a dynamic and promising juncture. The ongoing implementation of the Public Sector Digitalisation Plan 2026–2030 represents a defining phase in our journey, serving as a strategic blueprint to strengthen our position as a leader in modern and effective public administration. Our journey transcends mere technological advancement; it is about building a lasting legacy of excellence. By anchoring our innovation in the MADANI philosophy, reinforcing institutional progress through ARPA, and embodying H.E.M.A.T. values in our daily conduct, we are nurturing a public service that is not just prepared for the future, but is actively shaping it. As the architects of a modern, compassionate, and high-tech Malaysia, we remain committed to our role as stewards of a forward-looking nation. 8 9 Global MPM Insight Vol.5 NAVIGATING THE FRONTIER : Public Sector Innovation as the Bedrock of National Transformation
