Before we can instil new values, we must have a robust architecture for change. The Public Service Reform Agenda ( Agenda Reformasi Perkhidmatan Awam - ARPA ) is our strategic blueprint that converts vision into action. ARPA focuses on five critical pillars designed to dismantle the silos of the past and modernise our machinery: MADANI MADANI-Sustainability ( Kemampanan ), Prosperity ( Kesejahteraan ), Innovation ( Daya Cipta ), Respect ( Hormat ), Trust ( Keyakinan ), and Care ( Ihsan )-is the heartbeat of our reform. In 2026, as we launch the 13th Malaysia Plan (RMKe- 13), we are committed to "Raising the Ceiling" of our economic complexity while "Raising the Floor" of social equity. This is a moral imperative to ensure that the dividends of innovation reach every citizen, from the high-tech corridors of Putrajaya to the rural heartlands of the nation. As we gather for the 2026 Global MPM Insight, we are witnessing a paradigm shift in the global administrative landscape. We have moved beyond the "digi tal isat ion" of the ear ly 2020s into an era def ined by exponent ial disrupt ion and the r ise of autonomous governance. For Malaysia, this journey is anchored by the Malaysia MADANI framework- a visionary philosophy that moves beyond mere economic metrics to priortise the dignity, compassion, and trust of the people.
