It is referenced in speeches, embedded in organisational values, and highlighted as a guiding principle. Yet trust is not something that can be declared or demanded. It must be earned quietly, consistently, and over time. It is built not through slogans, but through everyday actions, especially when no one is watching. This is where three essential pillars, integrity, corruption, and governance become not just ideals, but operational necessities. Integrity in the public service can be seen as the “WiFi of trust” . When integrity is strong, the connection between institutions and public remains stable, messages are clear, decisions are credible, and services run smoothly. But when integrity weakens, trust begins to “buffer”; questions arise, negative perceptions grow, and speculation fills the gaps. In this environment, corruption acts like a virus that disrupts the system, while governance serves as the firewall protecting the organisation from risk and ensuring processes remain transparent and defensible.
