166 | jpa2019 PENGENALAN INTRODUCTION Bahagian Perkhidmatan (BK) sedang melaksanakan Kajian dan Cadangan Penambahbaikan Pusingan Kerja Anggota Perkhidmatan Awam bertujuan untuk mengkaji dasar dan panduan sedia ada terutamanya melibatkan jawatan yang diklasifikasikan sebagai sensitif / bukan sensitif. The Service Division (BK) is conducting a Public Service Job Rotation Study and Recommendations aimed at reviewing existing policies and guidelines especially involving positions that are classified as sensitive / non-sensitive. Bagi menjayakan kajian ini, BK telah melaksanakan satu kaji selidik berhubung persepsi pegawai awam terhadap kepentingan pelaksanaan pusingan kerja di jawatan dan jabatan masing- masing. Seramai 19,726 orang responden yang terdiri daripada pegawai di pelbagai peringkat dan kategori perkhidmatan telah menyertai kaji selidik berkenaan. To make this study successful, BK conducted a survey on public officials' perceptions of the importance of job rotation in their respective posts and departments. A total of 19,726 respondents comprising officers at various levels and categories of services participated in the survey. Selain itu, BK turut mengendalikan dua (2) siri Bengkel Pembangunan Kamus Deskripsi Jawatan Sensitif / Bukan Sensitif iaitu masing-masing pada 24 hingga 26 Julai 2019 dan 31 Julai hingga 2 Ogos 2019 melibatkan penyertaan daripada pelbagai Kementerian dan jabatan. In addition, BK also had also conducted two (2) series Sensitive / Non- Sensitive Position Development Workshops, respectively, from 24 to 26 July 2019 and 31 July to 2 August 2019 involving participation from various Ministries and departments. Susulan daripada kajian dan bengkel yang dilaksanakan, satu Model Pusingan Kerja Berasaskan Kamus Deskripsi Jawatan Sensitif / Bukan Sensitif telah dibangunkan sebagai panduan kepada pengurus Sumber Manusia di peringkat Kementerian dan Jabatan dalam menguruskan anggota dalam organisasi masing- masing. Following on from the research and workshops, a Job Rotation Model Based on the Dictionary of Sensitive / Non-Sensitive Position was developed as a guide for Human Resource managers at Ministry and Department levels in managing members in their organisations.
