ACCSM+3 Webinar In May 2025, MPM convened a virtual webinar under the theme “Innovation Strategies for Engaging Young Talent” with the participation of the ten ASEAN Member States and Korea, China, and Japan. The webinar brought together officials responsible for public human resource management from ASEAN Member States and the Plus Three countries, as well as HR representatives from private companies, including Microsoft, SK Ecoplant, and Roche. By comparatively examining talent attraction strategies in both the public and private sectors, the event extended beyond the exchange of national policy cases to encompass leading practices implemented in the private sector, thereby facilitating broader and more substantive discussions on effective talent management approaches. 2. Joint Training Programs for Young Civil Servants from ACCSM+3 In November 2025, MPM hosted a joint training program in Seoul under the theme “Digital Technologies in the Future of Public Personnel Management,” with the participation of young civil servants from 12 Asian countries, including ASEAN Member States and Korea, China, and Japan. The joint training program was organized to explore the direction of change in the public service in the era of digital transformation and the role of young public officials. It included sessions on Seoul Metropolitan Government’s digital administration practices and exchanges on the progress of digitalization in public personnel administration across participating countries. As the final event hosted by Korea under the ACCSM+3 2021–2025 Action Plan, it provided an opportunity to review the outcomes of cooperation to date and to consider future directions through expanded exchanges among young public officials and discussions on digital public personnel administration. ACCSM+3 Public Personnel Administration Cooperation for the Future 3. ACCSM+3 Workshop to Build the 2026–2030 Workplan Meanwhile, in July and November 2025, the Ministry participated in ACCSM+3 – related workshops held in Phnom Penh, Cambodia, where it engaged with ASEAN Member States in discussions on the formulation of the next Work Plan. Participants exchanged views on priority areas of cooperation to be advanced under ACCSM+3. The second workshop further identified key cooperation priorities for the next ACCSM+3 Work Plan, including strengthening public service capabilities in response to the digital and AI era, advancing personnel administration innovation based on integrity and accountability, and promoting productivity- and innovation-driven collaboration. Korea will continue to expand its role as a cooperative partner making sustainable contributions in these areas. The ACCSM+3 Work Plan 2026–2030 is expected to be f inal ized in ear ly 2026. On this basis, cooperation in the field of public human resource management wi th ASEAN Member States is anticipated to expand in a more systematic and substantive manner. MPM will continue to pursue close collaboration with ASEAN Member States, promoting shared progress and mutual learning in public personnel administration. The year 2025 marked a significant milestone in successfully concluding the ACCSM+3 Work Plan 2021–2025 - implemented in partnership with ASEAN Member States under the ASEAN Plus Three (Korea, China, Japan) framework on public personnel administration - and in preparing the subsequent Work Plan for 2026–2030. Throughout this process, Korea further expanded its role as a key partner among ASEAN Member States and contributed to enhancing the substantive effectiveness and practical outcomes of regional cooperation. The Ministry of Personnel Management(MPM) undertook a range of cooperative initiatives to strengthen collaboration in public personnel management with ASEAN Member States and to support the advancement of their personnel administration systems. Through these efforts, the ACCSM+3 Work Plan 2021–2025 was concluded in a systematic and coordinated manner.
