Personnel Administration Cooperation for Transforming the Public Workforce in the Age of Disruption and Innovation Bilateral Meeting On the occasion of the conference, MPM held two bilateral meetings with key partner countries, further expanding the scope of cooperation in public personnel administration. With Malaysia, the two sides discussed various initiatives to strengthen cooperation, including digital transformation training, collaboration on personnel administration systems and policies, and the potential pursuit of an MOU on personnel administration between the two countries. With the Philippines, views were exchanged on recruitment and disaster compensation systems, and the two sides agreed to continue more detailed discussions on the conclusion of an MOU. Press Interview As the first regional network established by the OECD in the field of public personnel management, the Asia Public Service Network has drawn significant media attention, requesting coverage of its activities. On the day of the Conference, Tschoe Dongseok, Minister of Personnel Management, had an interview with Arirang TV. During the interview, he highlighted the key achievements of the MPM– OECD Asia Public Service Network over the past two years, explained the rationale for selecting the Conference theme, “Transforming the Public Workforce in the Age of Disruption and Innovation,” and outlined the competencies required of civil servants in the AI era, as well as Korea’s broader vision for public sector resource innovation. The conference achieved meaningful outcomes by further strengthening the institutional foundation for cooperation in public personnel administration in the Asia region and expanding policy consensus on the shared challenge of transforming the public workforce. With the participation of diverse countries, international organizations, and academic experts, the conference provided a multifaceted perspective on public personnel administration and facilitated in-depth discussions, while also enhancing international exchange and mutual understanding of policies among participating countries. In particular, by sharing policy experiences and institutional reform cases centered on key themes - public service leadership, digital transformation, and the use of artificial intelligence - the conference contributed to mutual learning among participants and generated practical policy insights. It also helped to specify areas for future cooperation in addressing common challenges faced by public personnel administration, while expanding the practical use of the network. This outcome is also significant in reinforcing Korea’s role as a hub for regional cooperation in public personnel administration in Asia. 3. Achievements andSignificance In an era of disruption and innovation, the competitiveness of the public sector is determined by the capabilities of its workforce and by the innovation of the personnel management systems that support them. The 2025 MPM–OECD Asia Public Service Network served as an opportunity to share this common understanding and to reaffirm the importance of international cooperation in advancing public personnel management reform. Since its launch, the Asia Public Service Network has continued to evolve into a collaborative platform through which countries across the region can learn collectively and pursue shared progress. Building upon this foundation, it is anticipated that Asian countries will further strengthen their leadership in public sector resource innovation and contribute to the development of exemplary practices in public personnel administration within the international community. 4.
