Bila kemudahan digunakan bukan pada tempatnya,itu bukan lagi tentang cuti tetapi tentang integriti. “Tapi saya memang sakit…” Kalau betul sakit, ambillah MC. Tak ada siapa nak pertikai. Tapi kalau “sakit” tu muncul konsisten setiap Isnin/Jumaat yang strategik, Dik, budak 5 tahun pun boleh teka. Di situlah bezanya: ✅ Sakit yang berlaku vs ❌ Sakit yang dirancang Di sebalik setiap cerita, ada sekumpulan jiwa yang bekerja dengan hati. Isnin tiba-tiba… demam. Cuti umum hari Khamis. Jumaat pula… migrain. Weekend panjang? “Eh, masuk angin pulak.” Kelakar bila dengar. Tapi kalau jadi kebiasaan… itu bukan lawak lagi. Soal dia bukan “Boss tahu atau tak.” Soal dia, kita buat betul atau kita sedang cari jalan mudah? Cuti apit bukan salah Nak rehat, nak pulang kampung, nak bersama keluarga, itu normal. Cutilah......tapi yang jadi masalah bila “cuti apit” tak lagi guna cuti tapi guna MC/EL sebagai shortcut. MC untuk sakit. EL untuk kecemasan. m/s 2 ⚖️ Kenapa ini isu tatakelola? Sebab kesannya bukan pada kita seorang je. Bila seorang tak ada, orang lain cover. Bila ramai tak ada, operasi terganggu. Bila operasi terganggu, pelanggan menunggu. Bila pelanggan menunggu, organisasi dipersoal. Tatakelola bukan sekadar peraturan. Tatakelola ialah budaya iaitu buat perkara betul walaupun tiada siapa memerhati. Bahaya sebenar: “benda kecil jadi normal” Budaya rosak jarang bermula dengan benda besar. Ia bermula dengan ayat yang kita selalu dengar: “Ala… semua orang buat.” “Sekali-sekala je.” “Tak effect pun.” Padahal benda kecil yang diulang-ulang… akan jadi budaya dan budaya akan jadi identiti organisasi. Kalau perlukan rehat, buat cara yang betul Rehat itu manusiawi. Letih itu real. Tapi uruslah dengan jujur: rancang awal mohon cuti ikut prosedur bincang dengan Ketua Jabatan atau penyelia jaga beban kerja pasukan Rehat itu ok. Menipu rekod rehat itu tak ok. Kita memegang kepercayaan rakyat. “Demam ikut kalendar” mungkin nampak remeh. Tapi integriti tak dibina masa audit sahaja. Integriti dibina pada hari biasa: Hari Isnin yang menggoda, Hari Jumaat yang panjang, dan hari yang kita rasa “tak ada siapa nampak”. Akhirnya kita pilih satu: Nak jadi pegawai awam yang sekadar hadir atau pegawai awam yang benar-benar dipercayai?

But when it becomes a habit… it’s no longer funny. This isn’t about whether “the Boss knows or not.” It’s about whether we’re doing the right thing or choosing the easy way out. ️ Bridge leave isn’t wrong Wanting to rest, go home, spend time with family, well that’s normal. Leave...not a problem. The problem starts when “bridge leave” is no longer taken as leave but taken through MC or EL as a shortcut. “Sick According to the Calendar?” (Bridge leave, Friday/Monday MC. Coincidence or culture?) MC is for illness. EL is for emergencies. They are not tools to “extend leave without declaring it.” When benefits are used outside their purpose, this is no longer about leave. This is about integrity. “But I really am sick…” If you’re genuinely unwell, take MC. No one should question that. But if that “illness” appears consistently every strategic Monday or Friday…honestly, even a 5-year-old can figure it out. That’s the difference between: ✅ Illness that happens vs ❌ Illness that is planned

When operations are disrupted, the public waits. When the public waits, the organisation is questioned. Governance isn’t just rules. Governance is culture and doing the right thing even when no one is watching. The real danger: “small wrongs becoming normal” Broken culture rarely begins with big wrongdoing. It begins with small justifications we hear all the time: “Everyone does it.” “It’s just once in a while.” “It doesn’t affect anything.” But small actions repeated over time become culture and culture becomes an organisation’s identity. If you need rest, do it the right way Rest is human. Burnout is real. Integrity is built on ordinary days: the tempting Monday, the long Friday, and the days when we feel like “no one will notice.” In the end, we choose one: Do we want to be officers who are merely present or officers who are truly trusted?
