Majlis Bersama Jabatan (MBJ) merupakan saluran komunikasi dua (2) hala yang disediakan oleh Kerajaan bagi membolehkan Pihak Pegawai (pihak pengurusan) dan Pihak Pekerja berinteraksi secara tersusun bagi menyelesaikan permasalahan setempat di jabatan dan agensi masing-masing. Dasar dan pelaksanaan MBJ adalah berpandukan kepada Pekeliling Perkhidmatan Bilangan 7 Tahun 2020 (PP 7/2020) yang berkuat kuasa mulai 1 Januari 2021 menggantikan Pekeliling Perkhidmatan Bilangan 2 Tahun 1992 dan Surat Pekeliling Perkhidmatan Bilangan 3 Tahun 2002. Secara keseluruhannya, sebanyak 719 MBJ agensi yang dipantau oleh Jabatan Perkhidmatan Awam ( JPA) yang melibatkan 226 MBJ agensi peringkat persekutuan dan 493 MBJ agensi peringkat negeri. Bagi tahun 2021, berikutan penularan wabak COVID-19 dan arahan pelaksanaan Perintah Kawalan Pergerakan (PKP) di seluruh negara mulai 18 Mac 2021, kebanyakan aktiviti naziran telah ditangguhkan dan program taklimat dan libat urus bersama agensi dilaksanakan secara dalam talian. Naziran MBJ - Jabatan Perdana Menteri ( JPM) Satu (1) naziran telah dilaksanakan di JPMpada 4Mei 2021 di Bahagian Sumber Manusia, JPM. Naziran ini adalah bertujuan untuk melihat pelaksanaan dan pemantauan ke atas JPM berhubung pemakaian PP 7/2020 yang berkuat kuasa mulai 1 Januari 2021. Berdasarkan kepada naziran tersebut, beberapa cadangan penambaikan telah dikemukakan kepada JPM bagi memantapkan lagi tadbir urus MBJ di JPM selaku agensi induk dan agensi-agensi di bawahnya. Persidangan MBJ 2021 Persidangan MBJ adalah satu acara tahunan yang dianjurkan oleh Bahagian Saraan, JPA yang melibatkan semua Kementerian/ Jabatan Persekutuan dan Negeri. Penganjuran Persidangan MBJ antara lainnya bertujuan untuk melihat keberkesanan pengurusan MBJ di setiap agensi, termasuk pematuhan kepada peraturan yang berkuat kuasa. Persidangan ini juga dijadikan platform untuk berkongsi maklumat mengenai kemajuan perancangan dan pelaksanaan Mesyuarat MBJ di agensi masing-masing. Pada tahun 2021, berikutan kekangan PKP, persidangan secara fizikal tidak dapat dianjurkan. Walau bagaimanapun, Persidangan MBJ secara edaran telah dilaksanakan pada 21 Jun 2021 yang mana Laporan Prestasi Keaktifan Mesyuarat MBJ Peringkat Persekutuan dan Negeri tahun 2020 telah dikeluarkan dan dikemukakan kepada semua Kementerian dan Pentadbiran Kerajaan Negeri bagi membolehkan agensi menganalisa prestasi MBJ masing-masing pada tahun 2020 dan memberikan maklum balas berkaitan. MAJLIS BERSAMA JABATAN JOINT DEPARTMENTAL COUNCIL The Joint Departmental Council (MBJ) is a two-way communication channel the Government provides to enable Officers (management) and Employees to interact in an organised manner to solve local problems in their respective departments and agencies. MBJ policy and implementation are based on Service Circular Number 7 of 2020 (PP 7/2020), which came into force on 1 January 2021 to replace Service Circular Number 2 of 1992 and Service Circular Number 3 of 2002. The Public Service Department (PSD) monitors 719 MBJ agencies, comprising 226 federal-level MBJ agencies and 493 state-level MBJ agencies. In 2021, following the spread of the COVID-19 pandemic and the implementation of the Movement Control Order (MCO) throughout the country on 18 March 2021, most inspection activities were postponed, and briefing and dealings with agencies were conducted online. MBJ Inspection – Prime Minister’s Department ( JPM) One (1) An inspection was conducted at the Human Resources Division, JPM, on 4 May 2021. The purpose is to view the implementation and monitoring of JPM concerning the application of PP 7/2020, which came into effect beginning 1 January 2021. Based on the inspection, several proposed improvements were submitted to JPM to further strengthen the governance of MBJ in JPM as the parent agency and other agencies under its purview. MBJ Conference 2021 The MBJ Conference is an annual event organised by the Remuneration Division, JPA, that involves all Federal and State Ministries/Departments. The organisation of the MBJ Conference aims, among others, to assess the effectiveness of MBJ management in each agency, including compliance with the regulations in force. The conference also acts as an informationsharing platform on the planning and implementation progress of the MBJ Meeting in each agency. In 2021, conferences could not be organised physically due to the MCO. Therefore, MBJ circular conference was held on 21 June 2021, where the 2020 Federal and State Level MBJ Activity Performance Report was issued and sent to all Ministries and State Government Administrations to allow for an analysis of the performance of their respective MBJ in 2020 and feedback.
