Pelan Strategik Pendigitalan (PSP) Jabatan Perkhidmatan Awam ( JPA) 2021-2025 merupakan pelan yang mengandungi garis panduan pelaksanaan projek pendigitalan yang terancang dan selaras dengan keutamaan keperluan pengurusan JPA bagi tempoh lima (5) tahun. Pelan ini meneliti tahap penggunaan, mengenal pasti pelbagai isu, cabaran dan kelemahan dalam pembangunan program atau projek ICT. Di samping itu, ia juga memfokuskan ke arah mewujudkan aplikasi yang bersepadu, cekap dan berkesan menerusi teknologi ICT yang terkini agar dapat memacu sistem penyampaian perkhidmatan JPA sejajar dengan Pelan Strategik JPA. Pembangunan pelan ini juga mengambil kira hala tuju pendigitalan di peringkat nasional dan global seperti Sustainable Development Goals (SDG) 2030, Wawasan Kemakmuran Bersama (WKB) 2030, Rancangan Malaysia Kedua Belas (RMKe-12), Rangka Tindakan (Blueprint) Ekonomi Digital Malaysia (MyDIGITAL) dan Pelan Strategik Pendigitalan Sektor Awam (PSPSA) 2021-2025 bagi memenuhi agenda pendigitalan negara. Pelan ini telah dibangunkan secara dalaman (in-house) oleh pasukan projek PSP JPA yang diketuai oleh Bahagian Pengurusan Dan Pembangunan Maklumat Strategik (BPMS), dengan penglibatan wakil setiap bahagian di JPA dan kerjasama MAMPU sebagai pihak perunding ICT Sektor Awam. Metodologi pembangunan PSP adalah berdasarkan Panduan Perancangan Strategik ICT (Metodologi PerSI) yang dibangunkan oleh MAMPU. Pembangunan PSP JPA turut disejajarkan dengan aktiviti pembangunan arkitektur berdasarkan metodologi MyGovEA Peringkat 2: Penilaian (As-Is) dan Peringkat 3: Penakrifan (To-Be). Sepanjang tempoh pembangunan dokumen PSP ini, sebanyak lima Mesyuarat Kerja bagi setiap fasa termasuk satu pra bengkel telah diadakan. Ia telah dilaksanakan secara hibrid dan juga melalui sidang video sepenuhnya mengikut Prosedur Operasi Standard atau Standard Operating Procedure (SOP) semasa yang ditetapkan. The 2021-2025 Public Service Department Digitalisation Strategic Plan (PSP) contains guidelines for the implementation of organised digitalisation projects that are in line with the priorities of PSD’s management needs for a period of five (5) years. The plan examines usage levels and identifies various issues, challenges, and weaknesses in developing ICT programmes or projects. In addition, it focuses on creating integrated, efficient, and effective applications using the latest ICT technology to drive the PSD service delivery system in line with the PSD Strategic Plan. The development of the plan also takes into account the direction of digitisation at the national and global levels, such as the Sustainable Development Goals (SDG) 2030, Shared Prosperity Vision (WKB) 2030, Twelfth Malaysia Plan (12MP), Malaysian Digital Economy Blueprint (MyDIGITAL), and Public Sector Digitalisation Strategic Plan (PSPSA) 20212025 to meet the national digitalisation agenda. The plan was developed in-house by the PSD PSP project team led by the Strategic Information Management and Development Division (BPMS), with the involvement of representatives of each division in PSP and the cooperation of MAMPU as the Public Sector ICT consultant. The PSP development methodology is based on the ICT Strategic Planning Guide (PerSI Methodology) developed by MAMPU.PSP PSD development is also aligned with architectural development activities based on the MyGovEA methodology Stage 2: Evaluation (As-Is) and Stage 3: Definition (To-Be). Throughout the development period of the PSP document, a total of five Work Meetings for each phase, including one pre-workshop, were held. It has been implemented in a hybrid way and through a video conference in accordance with the current Standard Operating Procedure (SOP).
