BAHAGIAN PERKHIDMATAN (BK) PELAKSANAAN SEMINAR PENGURUSAN SUMBER MANUSIA (PENAMATAN PERKHIDMATAN) KEPADA PEGAWAI-PEGAWAI UNIT INTEGRITI DAN SUMBER MANUSIA KEMENTERIAN/JABATAN PERSEKUTUAN ORGANIZATION OF HUMAN RESOURCE MANAGEMENT SEMINAR (TERMINATION OF SERVICE) TO OFFICERS OF THE INTEGRITY AND HUMAN RESOURCES UNIT OF THE MINISTRY/ FEDERAL DEPARTMENT 1. Penamatan perkhidmatan merupakan satu tatacara untuk mengeluarkan seseorang pegawai daripada perkhidmatan. Berdasarkan kepada peraturan sedia ada, terdapat kaedah yang sedang berkuat kuasa di bawah Peraturan- Peraturan Pegawai Awam (Pelantikan, Kenaikan Pangkat dan Penamatan Perkhidmatan) 2012 [P.U.(A) 1/2012], Peraturan-Peraturan Pegawai Awam (Kelakuan dan Tatatertib) 1993 [P.U.(A) 395/1993] dan urusan persaraan di bawah Akta Pencen 1980 (Akta 227). 2. Berdasarkan perjalanan operasi berkaitan penamatan perkhidmatan pada masa ini, dapat diperhatikan bahawa pemahaman berkaitan urusan penamatan perkhidmatan masih perlu dipertingkatkan lagi. Selain itu, terdapat beberapa isu operasi yang perlu dibincang dan diberikan pencerahan kepada pengurus-pengurus sumber manusia di peringkat kementerian dan jabatan khususnya di agensi Perkhidmatan Awam Persekutuan. 3. Selaras dengan objektif Bahagian Perkhidmatan, yang bertanggungjawab dalam menentukan Perkhidmatan Awam mempunyai anggota yang cemerlang melalui penggubalan dan pelaksanaan dasar perkhidmatan dan kerjaya yang strategik dan berkesan, seminar ini dianjurkan sebagai wadah alternatif dalam membentuk suatu pemahaman dan penghayatan yang lebih jelas supaya urusan penamatan perkhidmatan ke atas anggota Perkhidmatan Awam Persekutuan dapat dilaksanakan dengan lebih cekap dan efisien. Secara tidak langsung, ia mencerminkan integriti, akauntabiliti dan kredibiliti pengurus-pengurus sumber manusia di agensi-agensi yang terlibat. 1. Termination of service is a procedure of removing an officer from service. Based on the existing rules, there are rules restricted under the Public Officers (Appointment, Promotion and Termination of Service) Regulations 2012 [P.U.(A) 1/2012], Public Officers (Conduct and Discipline) Regulations 1993 [P.U.(A) 395/1993] and retirement arrangements under the Pensions Act 1980 (Act 227). 2. Based on the current course of operations relating to termination of services, it is noteworthy that the understanding of termination of services still needs to be improved. In addition, several operational issues need to be discussed and enlightened to human resource managers at the ministry and department level, especially in the Federal Public Service agency. 3. In line with the objectives of the Service Division, which is responsible for ensuring the Public Service with excellent staff through the formulation and implementation of strategic and effective service and career policies, this seminar was organized as an alternative platform in forming a more precise understanding and appreciation so that the termination of services on the members of the Federal Public Service can be carried out more efficiently and efficiently. Indirectly, it reflects human resource managers’ integrity, accountability, and credibility in the agencies involved. 4. Objektif seminar ini adalah seperti berikut : Memahami konsep dan matlamat penamatan perkhidmatan seseorang pegawai awam termasuk kaedah-kaedah yang sedang berkuat kuasa. Meningkatkan pengetahuan dan mengukuhkan kefahaman tentang peraturan dan perundangan awam yang berkuat kuasa dalam urusan penamatan perkhidmatan seseorang pegawai awam. 4.1 4.2 4.
