11. SESI LIBAT URUS PEMBAHARUAN PENGURUSAN SUMBER MANUSIA PSMSA merupakan inisiatif pembaharuan bagi meningkatkan keberkesanan organisasi sektor awam berasaskan kebertanggungjawaban Ketua Pengarah Perkhidmatan Awam (KPPA) dalam pengurusan sumber manusia melalui kuasa- kuasa yang diperuntukan di bawah Perlembagaan Persekutuan, Akta, Peraturan-peraturan yang dikeluarkan melalui Warta Persekutuan (Perundangan Persekutuan - Subsidiari) dan peraturan-peraturan yang ditetapkan oleh KPPA sendiri melalui pekeliling-pekeliling perkhidmatan dan edaran. Inisiatif pembaharuan yang diketengahkan melalui PSMSA dibangunkan menggunakan pendekatan analisis masalah dan berasaskan keberhasilan secara menyeluruh (integrated result-based management). Inisiatif PSMSA merupakan penilaian semula inisiatif- inisiatif di bawah Pembaharuan Perkhidmatan Awam (Public Service Reform). Proses ini telah dibangunkan menggunakan pendekatan anaslis masalah melibatkan sesi libat urus bersama wakil-wakil Bahagian di JPA pada 13-14 Julai 2020. 30 Julai 2020 18 pegawai JPA diberi latihan berkaitan penggunaan instrumen pemetaan yang bertujuan untuk mengenalpasti pertindihan yang wujud di Kementerian-Kementerian. Turut hadir, YBhg. Dato’ Hj. Suhaime Mahbar, Timbalan Ketua Pengarah Perkhidmatan Awam (Pembangunan). Latihan dikendalikan oleh pihak Syarikat PwC. 11. HUMAN RESOURCE MANAGEMENT REFORM SESSION PSMSA is a reform initiative to increase the effectiveness of public sector organizations based on the accountability of the Director General of Public Service (DGPS) in human resource management through the provisions provided under the Federal Constitution, Acts, Regulations issued through the Federal Gazette (Federal Legislation-Subsidiaries) and regulations set by DGPS himself through service and distribution of circulars. The reform initiative highlighted through PSMSA were developed using a problem analysis approach and integrated result-based management. The PSMSA initiative is a re-evaluation of the initiative under the Public Service Reform. This process was developed using a problem analysis approach involving an engagement session with Division representatives in the PSD on 13th-14th July 2020. An engagement session with human resource 30th July 2020 18 PSD officers were given training on the mapping instruments to identify overlapping issues that exist in the Ministries. Also present, YBhg. Dato’ Hj. Suhaime Mahbar, Deputy Director General of Public Service (Development). The training was conducted by the PwC.
