Moderator untuk Forum Pasca Belanjawan 2021 pada kali ini adalah YBrs. Dr. Normas binti Awang, Ketua Kluster KEKA dan panel-panel jemputan adalah: i. YBrs. Puan Zakiah binti Jaafar, Timbalan Ketua Setiausaha Perbendaharaan (Dasar), Kementerian Kewangan Malaysia; ii. YBhg. Profesor Emeritus Datuk Dr. Norma binti Mansor, Pengarah Pusat Kajian Kesejahteraan Sosial, Fakulti Pentadbiran dan Ekonomi, Universiti Malaya; iii. YBrs. Tuan Azmi bin Hassan, Penganalisis Politik dan GeoStrategis dalam Hal Ehwal Pertahanan Strategik dan Geopolitik, Tempatan dan Antarabangsa; dan iv. YBhg. Datuk Dr. Mohd Yusoff bin Sulaiman, Presiden dan Ketua Pengarah Eksekutif, Malaysian Industry-Government Group for High Technology. Panel pertama daripada Kementerian Kewangan memulakan sesi perkongsian maklumat dengan memberikan unjuran asas Belanjawan 2021 dirangka dengan mengambil kira kesan ketara Covid-19 kepada ekonomi dunia dan Malaysia. Kerajaan telah menggunakan strategi enam ‘R’ (6R) untuk mengawal pandemik Covid-19 dan pemulihan ekonomi negara. Strategi ‘Ketegasan’ (resolve) , ‘Ketahanan’ (resilient) , ‘Memulakan Semula’ (restart) dan ‘Pemulihan’ (recovery) telah dilaksanakan bermula bulan Mac 2020 yang lalu. Belanjawan 2021 digubal dengan fokus pertumbuhan negara yang mampan dan berdaya tahan melalui strategi ‘Memperkasa’ (revitalise) dan berteraskan tiga (3) matlamat utama iaitu Kesejahteraan Rakyat, Kelangsungan Perniagaan dan Ketahanan Ekonomi. Kerajaan menetapkan untuk menyelamatkan nyawa rakyat berbanding keperluan lain (save lives first) secara menyeluruh termasuklah rakyat yang tiada di dalam sistem sedia ada atau berdaftar dengan mana-mana sistem Kerajaan. Panel kedua daripada Universiti Malaya pula menekankan penjagaan kesejahteraan rakyat (social protection) adalah teras utama pembangunan. Penjanaan ekonomi adalah untuk kesejahteraan rakyat dan keselamatan sosial (social security) saling berkait antara satu sama lain. Belanjawan 2021 dilihat sebagai asas bagi RMKe-12. Malaysia sedang ke arah negara berpendapatan tinggi, jadi dasar dan polisi negara perlu diubah selaras dengan peralihan tersebut. Bantuan perlu sampai ke keseluruhan rakyat sebagai penanda belanjawan yang digubal berjaya mencapai matlamat-matlamatnya. Belanjawan 2021 merupakan belanjawan terbesar setakat ini melibatkan jumlah RM322.5 bilion. Belanjawan ini meliputi RM236.5 bilion untuk Belanja Mengurus (OPEX)vdan RM69 bilion untuk Belanja Pembangunan (DE). The moderator for the Post Budget 2021 Forum was YBrs. Dr. Normas binti Awang, Head Cluster of KEKA and the invited panels were: i. YBrs. Puan Zakiah binti Jaafar, Deputy Secretary-General of the Treasury (Policy), Ministry of Finance Malaysia; ii. YBhg. Professor Emeritus Datuk Dr. Norma binti Mansor, Director of the Centre for Social Welfare Studies, Faculty of Administration and Economics, University of Malaya; iii. YBrs. Tuan Azmi bin Hassan, Political and GeoStrategic Analyst in Strategic and Geopolitical Defense Affairs, Local and International; and iv. YBhg. Datuk Dr. Mohd Yusoff bin Sulaiman, President and Executive Director General, Malaysian Industry- Government Group for High Technology. The first panel from the Ministry of Finance began the forum with the information-sharing session by providing the basic projections of Budget 2021 drafted by highlighting the significant impacts of Covid-19 on the world economy and Malaysia. The Government used six ‘R’ (6R) strategies to control the Covid-19 pandemic and the country’s economic recovery. ‘Resolve’, ‘Resilient’, ‘Restart’ and ‘Recovery’ strategies have been implemented since March 2020. The 2021 Budget was formulated to focus on sustainable and resilient national growth through ‘Revitalize’ and based on three (3) primary goals: Citizen’s Well-Being, Business Sustainability, and Economic Resilience. The Government set out to save the lives of the people compared to other needs (save lives first) as a whole, including the people who are not in the existing system or registered with any Government system. The second panel from the University of Malaya emphasized that social protection is the main thrust of development. Economic generation is for the welfare of the people, and social security are interconnected. The 2021 Budget is seen as the basis for the 12th Plan. Malaysia is moving towards a high-income country, and national policies need to be changed in line with the transition. The benefits must reach the entire people as a marker of the budget enacted successfully achieving its goals. The 2021 Budget is the largest so far, involving a total of RM322.5 billion.
