JPA | 55 Quantum Computing. In the Mid-Term Review of the Eleventh Malaysia Plan, chapter 10, these efforts will cover four priority areas, which are: i. Improving governance at all levels ii. Elevating integrity and accountability iii. Enforcing prudent public finance management iv. Enhancing public service delivery This framework will be a guidance to the public service with the need for a holistic reform towards business excellence model, flexible organization, dedication focussing on priorities to the people and free from corruption. These efforts are oriented to the five areas in reforming holistic Public Service in order to regain the people’s orientation, integrity, and accountability, as well as efficiency and effectiveness. Public Service reformation is an initiative strategy which reflects a new brand of Malaysian Government to public servant. The effort of public service reform will be enhanced by JPA specially in promoting career development, competitive retirement system, flexible organization and others initiatives as it will effectively and successfully implemented in the Ministries and agencies.
