For Strategies D2 and D3, the Coordinating Agencies initiative are MAMPU and the Ministry of Housing and Local Government (KPKT). The Implementing Agencies for each strategy and initiative under Priority Areas D will involve various related Ministries and Agencies. Among the identified key initiatives that will be implemented by JPA in 2019 are: i) Rationalise Public Sector Institution by explaining the public service size; ii) Formulate Public Service Act; iii) Review Public Sector Training Policy and develop Human Resource Development Policy (HRDP); iv) Implement the Digital Government Competency and Capability Readiness (DGCCR) framework in the public service; v) Obtain best talents by contract appointment either Contract for Service or Contract of Service; vi) Introduce new model of public service performance management through appropriate performance evaluations based on roles and functions of Ministries and Agencies; vii) Utilise Civil Service IdeaConnect Online web and comprehensive mobile platform; viii) INTAN to strengthen cooperation with local and international training institutions to enhance public service human capital development; ix) Transform Management Technology Innovation Cluster (i-IMATEC) as a Digital Learning Cluster (DLC); x) Intensify initiatives in improving Public Officer work-life balance; xi) Identify appropriate methods for measuring productivity when developing KPIs for Secretaries-General, Heads of Departments, Ministries and Agencies; xii) Intensify initiatives in improving Public Officer work-life balance; xiii) Reinforce role of Public Training Institutes (ILA) by focusing on specific areas and related functions through the empowerment of the Public Sector Training Council (MLSA). The last two years have been an important period in the implementation the strategies. The Government has put high expectations on the Public Service to implement all initiatives to reinstate the country on the right track. These goals can be achieved by upholding the principles of transparency and accountability in service delivery towards achieving efficient, effective and dynamic civil service. JPA’s role as Priority Areas Coordinating Agency is significant in ensuring implementation of the key initiatives are executed accordingly and these high-impact initiatives can be achieved through concerted efforts with other Ministries and Agencies.
