Hence, three priority areas identified to achieve balanced regional development, are strengthen regional economic development, to bridge gap between urban and rural development and to accelerate development in Sabah and Sarawak. Focus Area and Strategies To accelerate economic growth and address imbalances between regions and within region to achieve a balanced regional development. These measures include strengthening and streamlining state and territorial development plans to stimulate economic development in promoting a balanced growth. Efforts will also be intensified to modernise and diversify economic fundamentals for a vibrant and dynamic economic growth. In addition, major cities will be catalysts to attract investments and trades as well as increase connectivity with rural and suburban areas. ASEAN regional cooperation will be intensified to accelerate and facilitate economic development in the special economic zones and increase connectivity in promoting tourism and trade activities. Rural infrastructures will be enhanced to drive socio-economic activities in bridging the gap between urban and rural areas. Inter-city and rural links will also be improved to promote better economic integration and expansion of services to rural areas. Rural economic activities will be created to generate income and increase employment and business opportunities for rural communities. Development in Sabah and Sarawak will continue to be prioritised focusing on strengthening inclusivity and equitable development to benefit the people. Continuous efforts to expand economic activities in Sabah and Sarawak will leverage on wealth and selected resources through various strategies. TONGGAK IV: MEMPERKASA MODAL INSAN Pembangunan modal insan akan terus menjadi keutamaan untuk memperkasa tenaga kerja dalam menyokong pertumbuhan ekonomi. Tumpuan akan diberi untuk mewujudkan modal insan yang berkemahiran, berpengetahuan dan inovatif bagi memenuhi keperluan industri. Inisiatif pembangunan modal insan akan menyediakan peluang untuk pekerjaan yang berkualiti serta memastikan akses kepada pendidikan dan latihan berkualiti ke arah membina negara yang lebih inklusif, saksama dan makmur. Inisiatif ini akan dilaksana melalui empat bidang keutamaan, iaitu mereformasi pasaran buruh, menambah baik kecekapan dan produktiviti buruh, meningkatkan akses kepada pendidikan dan latihan yang berkualiti serta memupuk jalinan industri-akademik yang lebih kukuh. Bidang Keutamaan dan Strategi Kerajaan akan mempergiat usaha dalam menangani isu pewujudan pekerjaan mahir yang tidak mencukupi, pertumbuhan gaji yang rendah, kadar pengangguran yang tinggi dalam kalangan belia dan guna tenaga tidak penuh dalam kalangan siswazah serta ketidakpadanan kemahiran. Usaha juga akan diambil untuk mengurangkan kebergantungan kepada pekerja asing dengan menggalakkan lebih banyak automasi dan mengawal selia bilangan pekerja asing dengan ketat melalui pengenalan kepada sistem levi berperingkat. Di samping itu, kecekapan dan produktiviti buruh akan ditambah baik dengan memperkukuh hak pekerja untuk memperbaiki keadaan kerja serta meningkatkan penyertaan wanita dalam tenaga buruh bagi memperluas kumpulan bakat. KPI IV: EMPOWERING HUMAN CAPITAL Human capital development will continue to be a priority in empowering the workforce to support economic growth. Focus will be given to create skilled, knowledgeable and innovative human capital to meet industry needs. Human capital development initiatives will provide opportunities for quality jobs and ensure access to quality education and training in building an inclusive, equitable and a prosperous nation. This initiative will be implemented through four priority areas, namely reforming the labor market, improving labor efficiency and productivity, enhancing access to quality education and training and promoting solid industry-academic links. Focus Area and Strategies The Government will intensify efforts to address lack of jobs, low salary, high unemployment rates among youth and graduates and mismatch of skills. Efforts will also be taken to reduce foreign workers dependency by promoting automation and strictly regulating the number of foreign workers through the introduction of a multi-tier levy system. Labor efficiency and productivity will be enhanced by strengthening workers’ rights to improved working conditions and increasing women’s participation in the labor force for the expansion of the talent pool.
