(A) 163 5 FEDERAL CONSTITUTION PUBLIC OFFICERS (APPOINTMENT, PROMOTION AND TERMINATION OF SERVICE) (AMENDMENT) REGULATIONS 2017 IN exercise of the powers conferred by Clause (2) of Article 132 of the Federal Constitution, the Yang di-Pertuan Agong makes the following regulations: Citation and commencement 1. (1) These regulations may be cited as the Public Officers (Appointment, Promotion and Termination of Service) (Amendment) Regulations 2017. (2) These Regulations shall be deemed to have come into operation on 1 May 2017. Amendment of regulation 4 2. The Public Officers (Appointment, Promotion and Termination of Service) Regulations 2012 [P.U. (A) 1/2012], which are referred to as the “principal Regulations” in these Regulations, are amended in regulation 4 by inserting after the definition of “covering” the following definition: ‘ “special placement” means to fill any existing post within the same scheme of service and services for the purpose of specifically placing an officer irrespective of whether the grade of the post is the same, or higher than, the officer’s substantive grade;’. New regulation 13A 3. Part II of the principal Regulations is amended by inserting after regulation 13 the following regulation:
