Global MPM Insight

I am very pleased to present the fifth edition of ‘Global MPM Insight’, first launched in 2022 to share Korea’s key achievements in public personnel administration and its diverse international cooperation efforts. This publication chronicles the Ministry of Personnel Management’s journey of innovation, as well as the strong trust we have built through active engagement with partners around the world. Public human resource management around the world is at a pivotal moment of transformation. Rapid advances in artificial intelligence and data technologies are fundamentally reshaping how governments operate. Human resource management is no longer a purely administrative function; it is entering a new phase of AI Transformation (AX), where people and intelligent systems work in tandem. At the same time, building flexible organizational cultures in response to demographic change, and supporting the successful integration of early-career public servants, have emerged as shared priorities for public sectors worldwide, including Korea. Amid these waves of change, MPM will strive not merely to follow, but to lead. The future of public human resource management must combine technological sophistication with people-centered values. In fulfilling our mission to build a public service that is loyal and capable in serving the people, and a civil service that is both ethical and dynamic, we will harness the efficiencies of AI while steadfastly upholding the core principles of public administration - dedication to the people and fairness. We will also continue to share our innovation experiences more actively with the international community, contributing to the development of global standards in public personnel management, while remaining open to learning from best practices around the world. Through this, we will ensure that our public sector grows in partnership with the global community. I extend my sincere appreciation to all those who contributed to the publication of ‘Global MPM Insight’ Vol. 5. I hope this edition will offer valuable insights to public personnel administration professionals and stakeholders both at home and abroad, and serve as a meaningful milestone toward building a better public service.
