Varia Ranah - Sorotan Ilmiah Perkhidmatan Awam

578 Varia Ranah: Sorotan Ilmiah Perkhidmatan Awam On the contrary, should there be none, as per the current scenario, no separation of powers between civil servants and political administration exists. As it is, many officers are in a catch-22 25 situation. Civil servants are subject to unnecessary actions motivated by political objectives in the form of political interferences, which can lead to many unwanted adverse circumstances within the civil service. Worse, Malaysia will also be seen as unable to change and adapt to following other developing countries. AUTHOR’S RECOMMENDATIONS Civil servants are an essential element and are the backbone of the country's administration. Malaysia is one of the countries that have no Public Service Act in force. The government should introduce the act as it would pave the way for a separation of powers between civil servants and the political administration. This bill is to be tabled in parliamentary session and it is definitive that the separation of powers is among the biggest challenges that will be faced during the tabling. This is because attempts by external parties to exert influence on government servants and the politicisation of appointments are a worrying factor and an unnecessary fear. And naturally, public sector personnel will show a courageous and fair attitude and the willingness to take risks to ensure that integrity and governance are not compromised. This means that civil servants must be apolitical to protect the civil service’s reputation and efficiency. By introducing this Act, it is hoped that the quality of civil service recruits especially in the Administrative and Diplomatic Service will increase and its corresponding services and efficiency will also improve with this Act in place. This Act would be the number one blockade preventing politicians from interfering in the discharging of the public servants’ responsibilities and enable them to exercise their right to ignore them. This can improve public trust and confidence in the public service. 25 https://www.merriam-webster.com/dictionary/catch-22
