COUNTRIES WITH PUBLIC SERVICE ACT IN PLACE (BEST PRACTICES) Countries such as United Kingdom, Australia, and New Zealand including South East Asian countries such as Thailand, Indonesia and The Philippines have already in place public services act. Appendix A shows the countries that has a public service act in place. It elaborates on the main objectives, roles and responsibilities, merit protection system, governance, financial controls and other relevant items for the setting up of a public service act in their respective countries. Common observations are these countries mainly have an act in place to establish an apolitical public service that is efficient and effective in serving the Government, Parliament and public. Also, they are intended to provide a legal framework for effective and fair employment, management and leadership. Amongst other observations are these countries with such act in place intend to establish a consistent system of governance and accountability across public bodies to meet high standards of accountability. Indirectly, they can clarify the accountability relationship between public bodies, their members, their responsible Ministers and the Government to support a whole- of-government approach to the delivery of services in public sector.
