571 Varia Ranah: Sorotan Ilmiah Perkhidmatan Awam INTRODUCTION Public Service History in Malaysia The public service was administered under the “Colonial Estimates of the revenue and Expenditure” of the Straits Settlements Government for the year 1934 16 . Through the Agreement for the constitution of a Malayan Establishment [22 August 1934], Malayan Establishment Office (MEO) 17 was established to control the affairs of the same services to expatriate employees in Malaya, Singapore, and Brunei. Furthermore, the civil service at Federated Malay States and the Straits Settlements under "Malayan Civil Service" (FMS) manages the recruitment procedures, appointments, and placements, including the creation of the Malay Administrative Service. The public service administration during the Japanese occupation from 1942 to 1945, can be seen in the “Selangor Syuseityo Kanbo Circular No. 1/2602” 18 issued on May 23, 1942. Among others, it was stated that the Governor of Selangor (at that time) would exercise the powers under the various Enactments and General Orders which were previously executed by the Residents. At that time, the administration at the Federal Government was headed by the Director General in charge of the Tokyo War Office.
