570 Varia Ranah: Sorotan Ilmiah Perkhidmatan Awam Public Service Act Malaysia “To Be Or Not To Be” Sri Ram a/l Letchimanan, M52 ABSTRACT As coined by William Shakespeare in Hamlet, “to be or not to be, that is the question” 15 , similarly, a Public Service Act for Malaysia, “to have or not to have, is the question”. The main question is whether there are sufficient laws in the country are that govern and protect public servants against any political intervention. How can one protect their work from improper political interference while, at the same time, maintaining accountability towards their work?. This main objective of this desktop research is to identify if the formation of a Public Service Act in Malaysia is necessary, a long overdue process or otherwised. The research will aim to provide some information’s as to whether it is necessary to have a Public Service Act in the country. To do that, a set of data shall be identified, evaluated, and finally collated and the data set analysed. The focus would be whether improper political interference, which is interference that violates procedures and seeks to bias regulatory decision making, or seeks to bias regulatory decision making, or seeks regulatory decisions that violate the letter or spirit of laws and policies that regulation is designed to uphold. Ultimately a summary of the overall research will also be provided. This research would be able to shed some light towards the betterment of the nation and as much as providing a stable regulatory environment, protected over the long term from political pressures and interference.
