This enables improved effort in dispersing accurate information pertaining to public service procedures and policies. The empowerment requires awareness and online training in terms of conducting meaningful discourse in social media. The Corporate Communications Unit in ministries and departments may conduct relevant training to public officers in their respected ministries. The best propaganda is the truth and public officers need to be aware of the standard operating procedure with regards to expedite counter narratives in social media. ii. Strategic Communication Response Plan Understanding social media trends in terms of posts does not only focus on having semantically accurate information that represents power concepts but also several other elements like timing, trending issues, hashtags and mentions. Therefore, a strategic communication response plan is required to be established and deployed accordingly. The effort to establish a strategic communications response plan may be undertaken by the Public Service Department’s Corporate Communications Unit while the online training of public officers to create awareness and skills may be conducted using the Public Sector E-learning platform / EPSA. CONCLUSION The paper concludes that semantic representation is crucial in terms of addressing negative perceptions faced by the public service. Adequate understanding of power concepts in expediting accurate messages using social media is a skill that may be acquired by public servants through skills training. All of which to enhance public service delivery. The effort to establish a strategic communications response plan may be undertaken by the Public Service Department’s Corporate Communications Unit while the online training of public officers to create awareness and skills may be conducted using the Public Sector E- learning platform/ EPSA
