Issues leading to crisis Several issues leading to crisis revolves around the negative perception of the public service that has been successfully embedded and engraved in the society through the notion of public servants and the public service as a whole are lazy, unproductive, comfortable, too secure, ungrateful and unworthy to be respected. In addition to that, the lack of mitigation in reducing risks has not been fully deployed. Only a small group of “opinion leaders” are allowed to make statements but are refrained from commenting on policies. The control made to refrain public servants from commenting on policies is seen as valid as policies are the fundamentals of the government and criticising it reflects disobedience to the government. The notion of the “power over” concept applied by the public towards the public service is a direct impact of negative perception that has been dispersed seamlessly prior to the emergence of social media. It entails decades of negative perceptions followed by negative sentiments being instilled in the society. This is the dreaded crisis that need to be addressed by the public service. Hence, the effort to elucidate these negative perceptions requires detailed collaboration among public servants at all levels across schemes as well as a proactive and reactive action to mitigate and address the crisis.
