524 Varia Ranah: Sorotan Ilmiah Perkhidmatan Awam With the current practice, the public service is seen as lacking the skills to defend itself from criticism or misinformation that has gone viral in the social media which contributes to negative images portrayed against the service. Negative perception entails negative sentiments. In return, the social cognition towards the public service are often negative which enforces negative perception. Hence, negative sentiments in social media towards the public service are trending. The current semantic representation based on negative perceptions is the “power over” concept. Dahl (1957, 1961), Bachrach and Baratz (1970), Lukes (1974), Wrong (1979), Oppenheim (1981), and Stoppino (2007) concluded that “power over” defines power as a relation in which one actor is able to cause the behaviour of another actor. Therefore, the current social media crisis in Malaysia revolves around the notion of “power over” that the society has control over the public service. This leads to the use of meaningful negative narratives like: ….. “I am a taxpayer and you are paid with my tax money”, ….. “Civil servants are lazy and do not need to have yearly bonus” ….. “Potong gaji Penjawat Awam untuk bantu negara tangani impak covid19 ke atas ekonomi” ….. “It’s unfair that civil servants can work from home while others face risks of being infected” ….. “The Public Service department should not have abolished the critical allowance of doctors, we refuse to accept!
