497 Varia Ranah: Sorotan Ilmiah Perkhidmatan Awam Bates (2011) quoted a report entitled Advancing Sustainability: HR Role which was produced in conjunction with Business for Social Responsibility establish “somewhat of disconnect” between HR professionals’ involvement in creating and in implementing sustainability strategy in their organizations. Such absence is not surprising when dealing with local authorities in Malaysia. Sustainability development strategy is only related to the Local Agenda 21 approach. It is confined to the core businesses of the organisation and entirely disengaged from the operational strategic direction and implementation. Even though research on HR planning and practices of sustainable development strategy in local authorities is unavailable, prevalent issues of misconduct and incompetency (Ngah, 2011) suggest that sustainable development strategy is not embedded as crucial foundation of the organisation. Such evidence indirectly show that HR practices are not related to the sustainable development strategy of local authorities at their core functions vertically or horizontally. RECOMMENDATION Furthermore, as this study suggests that HR planning in local authorities is cut off from its core business sustainable development strategy, it is worth to understand the HR planning in local authorities and its implementation related to sustainability. Eventually, the concept of HR sustainable development strategy as an integrated approach toward inclusive and cohesive development would help not only for local government as an autonomous organisation but other decentralised agencies under state and federal government. The sustainable development strategy concept and practices shall also embed to all government HR management as it forms the foundation of government machineries.
