First, sustainable means the capacity and capability of surviving in a long term. The period may not available to be defined as it is implicit or constitutes of unknown future concern. But it must have the capacity and capability to continuously operate and resume business. The capacity and capability can be defined based on current situation where a business does not show any evidence of deteriorating issues and concern about its future ability to generate growth and create benefits for present and future generations. Sustainable in local government framework is assumed to have identical perspective with commercial or even non-profit organisation due to the notion that sustainability means long term and capability of surviving till to the unknown future. Sustainability strategy for human resource management shall be operationalised first with core competencies and performance management. Then, other HR systems need to be embedded on sustainability parameters from hiring to training and development (Lagua, 2018). Lagua also emphasized that weaving the sustainability expertise into the workforce DNA requires HR skill set to shift an organisational culture which integrates sustainability strategy throughout the employee life cycle.
