Organisational perspective The local authorities are the third-tier government system in Malaysia other than federal and state Government. The local authority’s legitimate supremacy is embedded in the Federal Constitution which makes it with autonomous power to manage its organisation including human resources. The limitation for a local authority to manage its human resources is only if it involved financial burden to federal government which include number of personnel, remuneration, benefits, and pensions. Malaysia has a substantial number of local authorities which consists of 149 local authorities including Sabah, Sarawak, and Wilayah Persekutuan. The federal state and peninsular local authorities are governed by Local Government Act 1976. The main function of local authorities is public, social, environment and security (Yusup, 2016). However, the three-tier government system in Malaysia limit most of the local authorities' function as it is highly centralised compared to most developed nations. RESEARCH METHODOLOGY Research Design This study aims to provide an interconnected meaning of sustainable development strategy of local government organisations. A basic desktop research approach is applied for this study by constructing a close understanding of sustainable development strategy for human resource management within an organisational perspective and its interaction with the internal-external environment. Local authority’s legitimate supremacy is embedded in the Federal Constitution which makes it with autonomous power to manage its organisation including human resources.
