Thus, it is worth to understand a local authority’s approach toward sustainability as strategy within and understand the meaning of adopting sustainable development strategy with greater emphasis on its support and operational system. RESEARCH STATEMENT Inclusiveness, connectivity, security, prudence, and equity are main criteria for sustainability in management theory (Starik & Kanashiro 2013). Nowadays, organisations such as local authorities are getting more concern with environmental protections and socioeconomic sustainability as organisational core strategy especially in developing nations. Organisational approaches, plan and activities are more inclusive, connected, and prudent. As concepts, theories, policies, and regulations of sustainable development evolved and appeared, many local authority organisations adopt and adapt to changes and needs of overall stakeholders and business environment. Sustainable development may be viewed from traditional neoclassical economy model as contradictive and irreconcilable as profit remained the main cause of business organisation. However, for local government, the neoclassical economy model is prevalent with focus on social welfare and development. But little is known how local government organisations adopt sustainable development strategies involving all stakeholders as inclusive and integrative approaches that which particularly deal with human resource management. Hence, it is worth to understand the sustainable development strategy concept adopted by local authorities as they pursue total sustainability strategic goals.
