Being in the era where we need to reduce public spending, lean is not an option but a necessity. Even, it was debated that it is not easy to apply the lean concept in public sector as compared to private sector due to the nature of these two sector, but somehow, it would be easier if one understand the idea behind the Lean concept - creating value added activities and eliminating waste. To answer the question of ‘what value to be added and which waste to be eliminated,’ the citizen and clients need to be involved in the process.
