According to Sekaran (2011), purposive sampling consists of respondents who have information and characteristics that have been determined by the researcher for specific purposes in the study. The study also performed factor analysis to reinforce each item contained in each variable, factor analysis was performed to evaluate each item contained in each variable so that it could be summarized but would not affect the variables. According to Kumar, Abdul Talib and Ramayah (2013), factor analysis is needed to reduce items that are relatively vague and at the same time maintain important items in supporting each variable. RESEARCH CONTRIBUTION The results of the regression analysis conducted by the sub-justice system of the promotion system under the independent variable of the promotion system as the strongest predictor of job satisfaction. This shows that the principles of fairness in the opportunity and system of promotion within the organization must be implemented in accordance with the policies, policies and procedures established by the organization. The results of this study are in line with the findings of the study conducted by (Choi, 2011; Erdrogan et al., 2006; Aryee et al., 2002; Sweeney and McFarlin, 1993). Their studies have found that the promotion system in the organization needs to be implemented with the practices and policies of the promoted system without any bias and bias. The results of this study are also in line with the social exchange theory which proposes that rewards and recognition should be carried out fairly and equitably to ensure that job satisfaction is achieved within the organization. Implementation of an unfair promotion system will have a strong impact on the level of job satisfaction in the context of federal civil servants in the public sector. The results of this study found that civil servants consisting of officers in grades 41 to 54 were satisfied with the principles of fairness in the opportunity and grant of promotion performed in the organization as contained in the Appointment, Promotion and Termination of Service Regulations 2005
