METHODOLOGY OF THE STUDY The design of this study is a case study to investigate the implementation of the promotion system and its effect on job satisfaction among federal civil servants in Malaysia. Accordingly, the population of this study was conducted on officers serving in various government departments and federal statutory bodies located in the State of Sabah. The respondents and sample of this study consisted of officers in management and professional groups from grade 41 to grade 54 and have at least five years of work experience in various government departments and federal statutory bodies. Management and professional group officers are civil servants with a wide range of academic qualifications and expertise in the positions they hold. Cooke and Saini (2010) argue that assessing employees' perceptions at various levels of employment can help researchers assess the strengths and weaknesses of PSM policies and practices within the organization. Determination of sample size of this study using techniques suggested by Sekaran (2011). The purpose of this study is to make full use of the survey form to obtain data from respondents. The questionnaire set of questionnaires developed was adapted from the questionnaire items used by previous researchers in their study. Weng et al. (2010) developed the survey questionnaire items under the promotion system variables. The questionnaire system of justice questions (3 items) and the promotion speed (3 items) were used by Weng et al. (2010) for the purpose of reviewing career progression, job satisfaction and organizational commitment among workers in China. While the job satisfaction questionnaire items used in this study used the single rating method questionnaire items developed by Spector (1997).
