Although research on job satisfaction has been widely conducted, researchers are still interested in continuing to do so. This is due to the importance of organizational success (Herzberg, 2003). Job satisfaction has resulted in many research benefits as it affects PSM policies and practices (Van Scotter, 2000) implemented within the organization. A meta-analysis study conducted by Judge et al. (2001) argue that job satisfaction is related to job performance. In particular, the better performance is due to job satisfaction. The importance of studies on job satisfaction arises from two findings: positive job satisfaction and negative job satisfaction. Therefore, the scope of this study will evaluate whether PSM policies and practices in particular the promotion of promotion systems in the Malaysian public sector currently reflect positive or negative job satisfaction. Positive job satisfaction means that employees are satisfied with the management of the promotion system practiced by the organization. On the other hand, negative job satisfaction means that employees are dissatisfied with the existing promotion system practiced by the organization. This also means that the employee satisfaction system needs to be updated to fit the current PSM policy environment and practices, especially in the public sector. Recent studies show that studies on PSM policies and practices with much work satisfaction are performed on private organizations and very few studies are performed on public sector organizations (Pearson and Chong, 1997; Yuan, 1997; Miao, Newman, Sun and Xu 2013; Nouri and Parker, 2013). This statement is supported by previous researchers in the field of public administration and PSM (Matthews and Shulman, 2005; Llorens and Battaglio, 2010) who agree that there is an urgent need for more empirical studies of PSM policies and practices and that job satisfaction should be conducted Positive job satisfaction means that employees are satisfied with the management of the promotion system practiced by the organization
