406 Varia Ranah: Sorotan Ilmiah Perkhidmatan Awam A study conducted by O'Donell and Shelids (2002) on federal public servants in Australia found that promotion speed was significantly associated with job satisfaction. This statement is supported by the findings of a study conducted by Aminudin, Zaherawati, Noordin, Mohd Yusof, Yaacob and Ayob (2012) on local authority workers in Malaysia who found that promotion speed is the most important measure for measuring job satisfaction. Their study found that the speed of promotion within the local authority organization was too slow. The promotion of employees to employees is too restrictive and taking too long will affect the job satisfaction among the employees of the current organization. This is because there is no vacancy for promotion in the organization. This means that a slower pace of promotion will have an impact on job satisfaction. This statement is also supported by a study conducted by (Kumazawa, 2010) on respondents among US navy who found that respondents would compare the speed of their promotion with their colleagues in other departments whether they were promoted quickly or slowly. As job satisfaction decreases, performance and motivation among employees decreases as a result of employee contributions to the organization not receiving recognition from the organization through the promotion of promotion on a timely basis. This fact agrees with the results obtained by Weng et al. (2010) motivation and job performance will decline when the promotion fails to deliver within the specified time period. For federal public services in Malaysia, there are differences in rules and policies for the duration of service or seniority of a civil servant set before the promotion is considered by the promotion boards of each federal department and agency. The rules and policies for the duration of service and seniority of a federal civil servant before promotion are considered in clause (d) of the Appointment, Promotion and Termination of Service Regulations 2005 [PU (A) 176/2005] that authorize the promotion board in each department and agencies to determine the length of service and seniority of civil servants Motivation and job performance will decline when the promotion fails to deliver within the specified time period
