405 Varia Ranah: Sorotan Ilmiah Perkhidmatan Awam Promotion Speed The second sub construct under the independent variables of the promotion system in this study was promotion speed. The speed of promotion is an increase in employment to higher positions over a period of service (Dries et al., 2008). Consideration of promotion to employees is assessed based on several factors such as duration of service, level of employment, job function and salary grade (Weng et al., 2010). Based on previous studies, the dimension of duration is an important factor in the speed of promotion. For example, someone is promoted from a current position to a higher position after serving in the organization for five years. That means the employee's increase in speed is five years. The promotion of promotion involves upgrading functions and levels of employment and new pay grades. The speed of promotion within an organization is seen as contributing to the success of the organization. This is because the speed of promotion can result in employees being more satisfied with their work and developing a sense of shared ownership within the organization (Salamin and Hom 2005; Weng et al., 2010). In addition, organizations can retain talented, experienced and skilled workers to continue to serve the current organization (Weng et al., 2010). The results of a study conducted by Salamin and Hom (2005) at a bank in Switzerland found that the hierarchy in the workplace gives meaning to the employees in the organization. Workers perceive that high career achievement is a sign of meaningful career achievement for them (Salamin and Hom, 2005). This means that promotion will increase motivation and job satisfaction. This is evidenced by a study conducted by Danish and Usman (2010) on middle-class workers in the public and private sectors of Pakistan showing that promotion opportunities increase motivation and job satisfaction. This statement is supported by a study conducted by Weng et al. (2010) who agree that an increase in the speed of promotion can have a positive effect on job satisfaction. The speed of promotion is in line with the reciprocal norm found in social exchange theory. When the employee has performed well, the employee should be rewarded with a promotion within the stipulated period.
