This finding is supported by previous studies that found that employees were highly optimistic and satisfied that the organization acted in a fair and equitable manner in accordance with the procedures, policies and procedures of implementing the promotion system (Sweeney and McFarlin, 1993; Aryee et al., 2002). The concept of justice for this promotion is also in line with the views in social exchange theory. In this theory the concept of justice in reward and recognition has a direct impact on workers. This is because employees tend to compare promotions with those in the organization. The comparative advantages include the same academic qualifications, tenure and seniority within the organization. The comparison is also made to their friends outside the organization. This fact is evidenced by a study by Burnett, Williamson and Bartol (2009) conducted on graduates of Mid-Atlantic University. The study respondents consisted of those who were hired before and after being offered a job. The respondents of the survey have stated that they will be satisfied with their work as long as the system and the promotion policy are implemented in accordance with the rules and regulations set by the organization even if the employer is unable to provide them with high remuneration and salaries. In Malaysia the central agency responsible for determining PSM policies and practices is the Department of Public Services (Commonwealth Secretariat, 2004). The federal public service in Malaysia has set the policies, policies and structures for all civil servants covered in the Appointment, Promotion and Termination of Service Regulations 2005 [PU (A) 176/2005] (Public Service Department, 2015). This rule is a key reference in the implementation of the promotion of federal civil servants in Malaysia. In addition, the Public Service Department has also issued a special circular, Service Number 7 of 2010 for the Guidance and Promotion Management Guide for Federal Public Service Officers under the New Remuneration System (SSM) to detail the promotion of federal civil servants at Malaysia.
