401 Varia Ranah: Sorotan Ilmiah Perkhidmatan Awam from a network of social relations, one party is responsible for responding fairly to the appropriate time frame (Blau, 1964). Blau (1964) suggested that the benefits of exchange intended in this theory were the benefits of recognition, status and prestige. In the context of this study, the granting of promotion by the organization is a benefit in recognition of the satisfactory job performance shown by the employees. A study conducted by Kuvaas (2003) on furniture industry workers in Norway and a study by Rosen, Slater, Chang and Johnson (2013) on part-time and full-time workers at a US university as well as studies by Wu and Chaturvedi (2009) to on production and service industry workers in China, Singapore and Taiwan found that social exchange theory has been used to study the impact of PSM policies and practices on workers' attitudes within the organization. These studies have found that the impact of these PSM policies and practices can be resolved through rewarding justice in a timely manner. In light of these findings, it is expected that there will be a significant relationship between promotion system and job satisfaction. This study is particularly useful to investigate whether the promotion system implemented in the civil service is currently satisfactory to the public sector workers or vice versa. The study is also expected to help the government determine the most appropriate promotion system strategies for improving job satisfaction among civil servants in Malaysia. The results of this study are also expected to provide useful, reference data and research information for future researchers in making significant efforts and further research on the issue of promotion system and job satisfaction in the Malaysian public sector.
