399 Varia Ranah: Sorotan Ilmiah Perkhidmatan Awam INTRODUCTION According to Maimunah (2009), the promotion system is one of the most important activities in Human Resource Management (PSM). This study begins with a press release issued by the Chief Secretary to the State Secretary in the Sinar Harian newspaper, (April 30, 2013). Promotion for certain service schemes within the federal public service has been slow. Therefore, this study was conducted to study the issues raised by the Secretary-General, whether the implementation of the promotion system in the federal public service in Malaysia is fair, slow and thus affecting the level of job satisfaction among federal civil servants in Malaysia. The PSM environment is increasingly dynamic today. PSM practices and policies need to change in the light of today's challenging PSM environment. Employees are the most valuable asset to an organization. The organization's objectives, vision and mission will only be achieved with the help of workers. Promotion system is an important function of PSM that organizations need to implement to reward employees who have performed well while serving in the current organization. Public sector organizations are no exception to ensuring that every PSM policy and practice is adopted in particular in implementing the promotion system in line with the increasingly challenging PSM environment today. Economists have argued that the promotion system has two specific goals (Bakker, George, Jensen and Murphy, 1988). First, the promotion system is a way of selecting individuals capable of greater responsibility, and second, the promotion system can motivate employees to work harder in the organization (Lazear and Rosen, 1981). Heery and Noon (2001), meanwhile, defined the system of promotion as the movement of workers' positions within the hierarchy of organizations. Generally, this movement leads to an increase in responsibility and status as well as better remuneration and salary packages. As a result, the promotion is an increase from the lower to the higher positions given to employees in the current organization. Opportunities for promotion provided by the organization will affect job satisfaction (Larwood, 1984; Landy, 1989). This statement
